PUBLIC HEARING NOTICE

TOWNSHIP OF ABINGTON,

MONTGOMERY COUNTY, PENNSYLVANIA

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

 

Notice is hereby given that the Township of Abington, Montgomery County, Pennsylvania will hold a virtual public hearing on Wednesday, June 10, 2020 at 10:00 AM, prevailing time. The public hearing will take place virtually as a conference call. Please use the following instructions to participate in the public hearing:

There are two ways for the public to participate in the meeting. Residents can access the meeting online, by a computer, iPad, iPhone or Android at https://zoom.us/j/98804908912. This link will enable residents to hear the meeting and see presentations. There will be no video capabilities. Residents, who are unable to join online, can listen to the meeting by calling 1-929-436-2866 and entering the meeting ID number 988 0490 8912 when prompted.

Participants will be able to communicate in real time during specific stages of the public hearing. If special arrangements need to be made for residents to participate in the meeting, contact Mr. Van B. Strother, Director of Community Development, at least five (5) calendar days prior to the meeting, at (267) 536-1019 or, vstrother@AbingtonPA.gov, or 711 for the hearing impaired, to make arrangements.

The purpose of this public hearing is to discuss the needs of the community and to gather information on the housing, community, and economic development needs for the Township’s FY 2020-2025 Five Year Consolidated Plan, FY 2020 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice, which the Township must submit to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) Program.

The Township of Abington anticipates that it will receive an estimated CDBG entitlement grant in the amount of approximately $789,251.00 for FFY 2020 and the Township estimates approximately $15,000.00 in program income for FFY 2020 CDBG projects. In order to receive those funds, the Township of Abington must prepare a Five Year Consolidated Plan and One Year Annual Action Plan for the use of the CDBG funds. At least 70% of the CDBG funds must benefit low to moderate income persons living in the Township of Abington. In preparing its CDBG application, the Township intends to afford residents, local agencies, and interested parties the opportunity to become involved in the planning process.

The Township is also soliciting letters of interest from interested citizens and community groups in Abington Township for eligible activities and projects within the Township.  All activities and projects must benefit low to moderate income persons. Interested parties should submit a letter of interest to the Township of Abington, Mr. Van B. Strother, Director of Community Development, 1176 Old York Road, Abington, PA 19001 by 4:30 PM on Tuesday, June 09, 2020.

The following types of activities may be eligible for funding under the CDBG program:

acquisition of property; disposition costs; improvements to public facilities, including the removal of architectural barriers; demolition and environmental clean-up; public services that are new or a quantifiable increase in the level of service; interim assistance; relocation payments for persons displaced as a result of a CDBG activity; rehabilitation of houses; code enforcement; special economic development activities; special activities undertaken by a community based development organization; home ownership assistance for purchase; planning; environmental; program administration; audit; and other miscellaneous activities.

If the Township would undertake an activity that would result in the displacement of families or individuals, then the Township would utilize its policy for minimizing such displacement. Furthermore, the Township is responsible for replacing all low to moderate income housing units that may be demolished or converted as a result of CDBG funds.

All interested residents are encouraged to participate in this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of the Township of Abington and the use of CDBG funds to address those needs over the next five (5) years.
