Public Hearing for FY 2020-2024 Five Year Consolidated Plan, FY 2020 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice

NOTICE OF DISPLAY OF PLANS AND PUBLIC HEARING
FOR FY 2020-2024 FIVE YEAR CONSOLIDATED PLAN,
FY 2020 ANNUAL ACTION PLAN, AND ANALYSIS OF IMPEDIMENTS
TO FAIR HOUSING CHOICE FOR THE TOWNSHIP OF ABINGTON, PA

Notice is hereby given that the Township of Abington, Montgomery County, Pennsylvania has prepared a Five Year Consolidated Plan for FY 2020-2024, an Annual Action Plan for FY 2020, and an Analysis of Impediments to Fair Housing Choice. In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), these plans will be on public display for a period of 10 days, beginning April 20, 2021 until April 29, 2021 at the following locations:

These plans are available for public inspection during normal business hours of operation. An electronic copy may be obtained by emailing khamm@AbingtonPA.gov. Written or oral comments will be accepted until April 29, 2021. Comments may be directed to Ms. Kimberly Hamm, Director of Community Development, 1176 Old York Road, Abington, PA 19001, or emailed to khamm@AbingtonPA.gov, or phone at (267) 536-1019.

A public hearing will be held on April 29, 2021 at 10:00 AM, by virtual conference call. There are two ways for the public to participate in the meeting. Residents can access the meeting online, by a computer, iPad, iPhone or Android at https://zoom.us/j/96128850837. This link will enable residents to hear the meeting and see presentations. There will be no video capabilities. Residents, who are unable to join online, can listen to the meeting by calling 1-929-436-2866 and entering the meeting ID number 961 2885 0837 when prompted.

The purpose of the public hearing is to present the FY 2020-2024 Five Year Consolidated Plan for the Township’s housing and community development needs, the FY 2020 Annual Action Plan for the use of Community Development Block Grant (CDBG) funds in the amount of $789,126.00, and the Township’s Analysis of Impediments to Fair Housing Choice. The Township intends to submit these documents to HUD around June 10, 2021.

Any person requiring an interpreter for the hearing impaired or the visually impaired should contact Ms. Hamm at least five-(5) calendar days prior to the meeting and an interpreter will be provided. In   addition, hearing-impaired persons may call Pennsylvania Relay at 711. Any non-English speaking person wishing to participate the public hearing should contact Ms. Hamm at least five (5) calendar days prior to the meeting and a language interpreter will be provided. The Proposed Five Year Consolidated Plan, FY 2020 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice were prepared after conducting a public hearing on housing and community development needs, meetings with stakeholders, meetings with housing provider agencies, meetings with the Township’s staff and officials, and the result of a community wide survey questionnaire.

 The following CDBG activities are proposed for funding under the FY 2020 Annual Action Plan:

  1.  Administration - $156,000.00
  2. Fair Housing  - $1,000.00
  3. Public Facility Improvements - $300,000.00 
  4. Tenant Rental Assistance - $50,000.00
  5. Owner-Occupied Housing Rehabilitation Assistance - $282,126

 TOTAL $789,126.00

The plans will be submitted to the Township’s Board of Commissioners on June 10, 2021 at 7:00 PM, at which time these documents will presented for approval at the regularly scheduled Board of Commissioners’ Meeting.

If the Township would undertake an activity that would result in the displacement of families or individuals, then the Township would utilize its policy for minimizing such displacement. Furthermore, the Township is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG or HOME Funds.

All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed plans and use of Federal funds under the FY 2020-2024 Five Year Consolidated Plan and FY 2020 Annual Action Plan.
