Proposed CDBG Amendments Public Hearing

NOTICE OF SUBSTANTIAL AMENDMENT
TO ABINGTON TOWNSHIP’S FY 2018, FY 2019, and FY 2021 ANNUAL ACTION PLANS

 Notice is hereby given that the Township of Abington, Montgomery County, Pennsylvania will hold a public hearing on Wednesday, May 11, 2022 at 10:00 AM, prevailing time, via Zoom: https://us06web.zoom.us/j/87095124840. If special arrangements need to be made to accommodate residents in order for them to participate in the virtual public hearing, please call Ms. Kimberly Hamm, MBA, Director of Community Development, at (267) 536-1000 to make those arrangements or by email at khamm@abingtonpa.gov. Any person requiring an interpreter should contact Ms. Hamm at least five-(5) calendar days prior to the meeting and an interpreter will be provided. The purpose of this public hearing is to present proposed substantial amendments to the Township of Abington’s FY 2018, FY 2019, and FY 2021 Annual Action Plans for the use of Community Development Block Grant (CDBG) funds. In accordance with the CDBG programs regulations, the Township is allowed to make substantial amendments to its Annual Plans and Budgets in accordance with the Township’s Citizen Participation Plan. The Township has determined that it is necessary to amend the previously approved CDBG program budgets for FY 2018, FY 2019, and FY 2021. This is considered a substantial amendment in accordance with the Township’s Citizen Participation Plan since the following applies: (b.) a proposal to undertake a new activity, using funds from any program covered by the Five Year Consolidated Plan (including program income received from previous year’s funds), and activities not previously described in the annual action plan; (c.) a change in the purpose, scope, location or beneficiaries of a previously approved activity; and (e.) deletion or elimination of a previously approved activity.

The amendment to the FY 2018 Annual Action Plan will include:

  • Reduce CD-18-05 2700 Block of Old Welsh Road curb and sidewalk infrastructure improvements by $140,000 to a new budget line item of $140,000.
  • Fund a new project, CD-18-07 Susquehanna & Edge Hill Road Signal and Pedestrian Improvements, with $140,000 in FY 2018 CDBG funds to update and improve existing conditions at this intersection.

The amendment to the FY 2019 Annual Action Plan will include:

  • Change the location of an existing project, CD-19-17 Stormwater Mitigation, from the intersection of Rubicam Ave. & Old York Road to Crestmont Park.
  • Cancel CD-19-12 Small Business Forgivable Loan Program and reprogram $23,000 in FY 2019 CDBG funds to an existing project.
  • Increase CD-19-05 Accessibility Improvements at the Ardsley Community Center by $23,000 in FY 2019 CDBG funds to a new budget line item of $108,000.
  • Reduce CD-19-11 Crestmont Blacktop Improvements by $10,830 to a new budget line item of $49,170.
  • Fund a new project, CD-19-18 Rubicam Blacktop Improvements, with $10,830 in FY 2019 CDBG funds to complete the restoration of facilities at Rubicam Park.

The amendment to the FY 2021 Annual Action Plan will include:

  • Cancel, CD-21-03 Public Facilities Improvements from ADA Improvements at Alverthorpe Park and reprogram $100,000 in FY 2021 CDBG funds to a new project.
  • Fund a new project, CD-21-12 Public Facilities Improvements at Roslyn Park, with $100,000 in FY 2021 CDBG funds to complete play surface improvements, fencing replacement, and other general improvements at Roslyn Park.

In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), these plans will be on public display for a period of thirty (30) days, beginning Monday, May 2, 2022 until Thursday, June 2, 2022 at the following location: (www.abingtonpa.gov/departments/cd). Copies of the amendment will be available by email, as well, by emailing khamm@abingtonpa.gov. Written or oral comments will be accepted until Thursday, June 2, 2022.  Comments can be made in writing to Ms. Kimberly Hamm, MBA, Director of Community Development, Township of Abington, 1176 Old York Road, Abington, PA 19001; via email to  khamm@abingtonpa.gov; or by phone at (267) 536-1000. Persons with hearing and/or speech impairments may contact the Township via 711.

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present testimony concerning the proposed amendments to the FY 2018, FY 2019, and FY 2021 Annual Action Plans.
